Recently, I was stunned when discussing the bidding rules for public works in Taiwan, China! It turns out there is a type of "lowest heterogeneous price" bidding, which appears to be a competition of prices but actually hides a "trick mechanism" behind it. It seems that winning the bid at a low price results in a cut to the cash flow first! What's even more frightening is that this model leads manufacturers to desperately cut costs, causing a sharp decline in engineering quality. Behind the news of road collapses and building cracks, there may be landmines planted by the bidding game.
